Good governance in the provinces the subject of televised Jalalabad debate
JALALABAD - The importance of good governance and public involvement in provincial council activities was highlighted at a UN-backed round table in Jalalabad, the provincial capital of eastern Nangarhar province.
“Considering the interests of the county, provincial council members should maintain impartiality and fulfil their activities with honesty, and without any discrimination,” said Professor Hakam Mushfeq, a panellist and university lecturer.
Mr. Mushfeq said the main duties of provincial councils include representation of people to the government and provision of sound advice on social, political, economic, education and humanitarian-related issues, as well as combating corruption.
The discussion – which will be broadcast to an estimated audience of 500,000 on local Sharq TV and radio – was set up by the regional office of the UN Assistance Mission in Afghanistan (UNAMA) to raise awareness of the functions and duties of provincial councils, and highlight the importance of public involvement. Others on the panel represented local government, civil society and the media.
Shirsha Hamdard, a journalist and director of Bakhtar News Agency in Nangarhar, said provincial councils are an important way for peoples voices to be heard, while media outlets can be important partners in supporting the democratic process.
“Provincial councils have to be united and must use their authority to oversee and monitor government performance to implement the rule of law,” said Mr. Hamdard.
Habiba Kakar, a member of the Nangarhar provincial council, said that the council is working to represent people, address their problems, resolve disputes and serve as a bridge between the public and the government.
UNAMA is mandated to support the Afghan Government and the people of Afghanistan as a political mission that provides good offices; promotes coherent development support by the international community; supports the process of peace and reconciliation; monitors and promotes human rights and the protection of civilians in armed conflict; promotes good governance; and encourages regional cooperation.
