GHAZNI - The Ministry of Interior arrested three people and referred to the Office of the Attorney-General on the charge of flogging a 15-year-old girl in Jaghuri district of Ghazni province, said an official yesterday.

The three people -- a mullah (cleric) who issued verdict of lashing the girl and the two others who assisted the mullah in executing the verdict -- have been arrested, said Najib Danish, a press officer in the ministry.

The girl was flogged for allegedly having an affair with a boy, following an edict from religious elders in the Jaghuri district of Ghazni province, an area under Government control which is dominated by ethnic Hazaras.
