Good governance key to community development, say Daikundi leaders at UN event

NILI - The role of civil society in promoting good governance, fostering economic development and preventing conflict was emphasized by participants at a UN-backed event in the capital of the central-highlands province of Daikundi.

The event, which brought together some 60 community leaders and government officials, was organized by the Bamyan regional office of the UN Assistance Mission in Afghanistan (UNAMA) to highlight the role of civil society in supporting provincial development and to underscore the benefits of government offices developing stronger relationships with the communities they serve.

“Civil society bridges the gap between communities and local administration,” said Miramur district governor Mohammad Fakori, who outlined the oversight role that civil society can play in promoting good governance, particularly in monitoring the implementation of local projects and ensuring that services are reaching all communities, including in remote areas.

Participants at the gathering came primarily from two Daikundi districts — Miramur and Shahristan. While the two districts are known for their agricultural production, such as almonds and apples, the rural districts lack basic infrastructure, such as roads, electricity and irrigation facilities.

“We need to focus on new infrastructure projects,” said Mohammad Danish, a civil society activist who noted that cooperation between Daikundi authorities and civil society groups has helped curb conflict in the province. Danish called for similar cooperation on new projects.

Other participants called for the increased involvement of communities during the planning process for new projects, and for access to information on provincial government activities, which they identified as a cornerstone of good governance.

Daikundi province, originally a district of Uruzgan, was established around a decade ago. It is a largely rural province that lacks infrastructure, with most of its population consisting of small agricultural communities.

UNAMA is mandated to support the Afghan Government and the people of Afghanistan as a political mission that provides 'good offices' among other key services. 'Good offices' are diplomatic steps UN takes publicly and in private, drawing on its independence, impartiality and integrity, to prevent international disputes from arising, escalating or spreading.

UNAMA also promotes coherent development support by the international community; assists the process of peace and reconciliation; monitors and promotes human rights and the protection of civilians in armed conflict; promotes good governance; and encourages regional cooperation.
