Bamyan civil society networks formed to foster good governance
BAMYAN - An agreement to establish district-level civil society networks to promote improved transparency and accountability in local governance was the key outcome of a UN-backed workshop in central Bamyan’s Panjab district.
Close to 50 civil society representatives, along with local officials from Panjab and Waras districts -- in the southern part of Bamyan -- gathered to discuss ways to enhance the participation of civil society organizations in local planning and decision-making, and to promote transparency and accountability in local government.
Rustam Ali Panahi, the District Governor of Panjab district, said the participation of civil society organizations in local government is an important principle of good governance.
“Civil society members raise their voices and the concerns of remote communities in development planning and decision-making,” said Mr. Panahi, noting that civil society can help to combat issues arising from illiteracy and lack of awareness about human rights, peace and democratic processes.
Hussaindad Ahmadi, a civil society leader in Bamyan, said that good coordination among civil society members is vital for them to play an effective role. He welcomed the event as an opportunity to share experiences about effective civil society engagement in provincial-level planning and decision-making.
Hashim Ammar, a UNAMA Governance Officer in Bamyan, said the meeting helped to identify challenges facing civil society involvement in local governance and develop practical actions for improvement.
Bamyan province, located as it is in Afghanistan’s central highlands, is characterized by semi-mountainous and mountainous terrain. In ancient times, Bamyan was a key stopping point on the Silk Road.
UNAMA is mandated to support the Afghan Government and the people of Afghanistan as a political mission that provides good offices; promotes coherent development support by the international community; supports the process of peace and reconciliation; monitors and promotes human rights and the protection of civilians in armed conflict; promotes good governance; and encourages regional cooperation.
