UN-supported Electoral Complaints Commission (ECC) completes mandate

31 January 2011 - In accordance with Afghan electoral laws, the United Nations-supported Electoral Complaints Commission (ECC) today completed its mandate and closed down, transferring its archived information to the Independent Election Commission (IEC).

The ECC - an independent Afghan electoral body – began its work roughly 120 days before the 18 September Parliamentary elections. A temporary body, established to address challenges to candidates, voter registration and complaints related to electoral violations, the work of the ECC was mandated to conclude 60 days after the final results were announced on 1 December.

The ECC’s archived violations of Afghan election law and challenges to the eligibility of nominated candidates are now being turned over to the IEC, which is a constitutional body and cannot be dissolved. In addition, the IEC will hire two former ECC staff, specifically tasked to archive information.

UNDP had provided technical and logistical support to the EEC, as requested by President Hamid Karzai and affirmed by the UN Security Council in Resolution 1917 (2010).
