Special Representative of the Secretray-General for Afghanistan, Kai Eide, to the UN Security Council:

"I am worried about growing impatience in the public opinion of donor countries and troop contributing nations.

"I am worried about the increasing frustration in the Afghan public over what they see as expectations that have not been met.

"If negative trends are not reversed and reversed soon...they will become unmanageable.

"Parallel structures to the Afghan Government have not been reduced.

"The London and Kabul conferences represent critical opportunities...
