Panellists in UN-backed TV debate call for transparency, accountability

ASADABAD - The vital role of provincial councils in promoting transparency and accountability in local government was stressed at a UN-backed TV debate in Asadabad, the provincial capital of eastern Kunar province.

A four-member panel -- including the head of the Kunar provincial council along with representatives from the Department of Women’s Affairs, the governor’s office and the Kunar Civil Society Network -- discussed provincial council responsibilities and the well-being of the province. 

The pre-recorded programme was broadcast on Asadabad-based Zala TV and Radio to an estimated audience of 550,000 people throughout the province and neighbouring areas.

Haji Jamaluddin Sayar, the head of the Kunar Provincial Council said that the body is keeping up to date with government activities at both the district and provincial level, and also maintains good relations with local communities.

Mr. Sayar said that civil society organizations are playing an important role in coordination between the public and provincial government so that issues facing the community can be effectively high-lighted and addressed.

Shawali Salarzai, a representative of Kunar civil society, pointed especially to the need for openness and transparency in terms the central government’s provincial projects.  

Ilhamia, who is with the Department of Women Affairs, said the department has built good relations with local communities, including women’s representatives in the districts. “We have conducted public-awareness programmes on education, gender equality and the importance of women’s role in public life,” she said.

Panellists agreed that ongoing coordination is important for future provincial services delivery and to ensure that community voices are heard.

Kunar province is bounded by the provinces of Nangarhar to the south, Nuristan to the north and Laghman to the west. It also shares an international border with Pakistan to the east. Kunar is largely mountainous, known for its forests and waterfalls.
